He was born in Mersin and finished Tarsus American College. He graduated from İstanbul University Cerrahpaşa Faculty of Medicine. He completed his specialist training in the Orthopedic and Traumatology Department of the Faculty of Medicine of Çukurova University. He completed his compulsory service at Hatay Kırıkhan State Hospital  as an Orthopedics and Traumatology Specialist. Later, he became an academician at Çukurova University Faculty of Medicine, Orthopedics and Traumatology Department. He completed his academic career at this clinic.

He did scientific studies at Hospital for Joint Disease New York / USA, Davos / Switzerland, Princess Elizabeth Hospital Exeter-Oxford / England, Keble College Strayker Insburck / Austria, Paris / France.

He received the Akif Şakir Şakar Scientific Award twice in 1996 and 1998 for experimental work and the Best Paper Award for Arthroplasty and Pediatric Orthopedics respectively at the 17th and 19th National Orthopedics and Traumatology Congresses. He has been invited as a guest speaker at conferences, presentations and discussion sessions in many national and international congresses, courses and symposiums.

Professor Dr. Toğrul continues to work especially on adult and child hip surgery and arthroplasty.

Apart from his academic career, he is also a columnist at the Doktor Magazine (www.doktordergisi.com).
